Often yes. A softener addresses minerals but isn't designed to purify drinking water. Reverse osmosis at the kitchen sink handles taste and dissolved contaminants, so the two work together rather than overlapping.

No. Softeners use salt to regenerate the resin, but that salt isn't added to your drinking water. The sodium content that ends up in softened water is minimal — far less than what's in most everyday foods.
